How do you use an iPhone and VPN over Mobile Data Network (AT&T)? [closed]

I know that that iPhone has the CISCO VPN software installed on it, but how can you use this software and connect to a network while on the mobile data network (AT&T)? I'm pretty sure that I was unable to get this work at one point in time, but if connected to wi-fi had no issues.

Cannot connect with Cisco VPN but can connect with ShrewSoft VPN
